At first, the committee (bypassing the text required in the House bill) decided to alter the text of the existing warning on cigarette packages from Caution: Cigarette Smoking May Be Hazardous to Your Health to Warning: Cigarette Smoking Is Dangerous to Your Health. When the tobacco lobbyists learning about that, they put enough pressure on so that the committee changed its mind and, by a narrow vote, further amended the notice to read, Warning: Excessive Cigarette Smoking Is Dangerous to Your Health. That was a considerable gain for the tobacco lobby, because the use of the word excessive made the warning imply that normal smoking wasnt dangerous to healthwhich was not what the Surgeon Generals report had said
